In view of recent developments in Central

Europe it would appear that no useful purpose

would be served by pursuing this claim further

in Shanghai and accordingly I venture to submit

particulars to Your Lordship for such action as

you may consider necessary.

The Czechoslovakian evacuees are in

the same category as the persons mentioned in

my despatch No.136 of the 24th May 1938, i.e.

they were not British subjects and they were not

evacuated by this Consulate-General. That they

were allowed to land in Hongkong and to remain

there was the responsibility of the Hongkong

Government and accordingly if it is not possible

to recover the sum outstanding it would appear

to be chargeable to Hongkong Revenues rather

that to the Vote for Diplomatic and Consular

Services.
